You might be surprised at this, but I believe Bush gets a bit of a bad rap when it comes to raising the deficit. I believe that Clinton laid that groundwork by deregulating the banks, which lead to the massive surge in spending with TARP when we had to bail the economy out.
Clinton, IMO, is one of the worst Presidents in history. I know a lot of people seem to like him, but he was responsible for signing into law the 3 worst bills in the last 70 years: 1994 Crime Bill, NAFTA, and the deregulation of the banks repealing Glass-Stegal. All 3 were absolutely devastating long-term disasters.
Mainly people like him because the economy was good and he was able to balance the budget. However, I think he just rode the coattails of the Internet boom, nothing he did was responsible for that economy. The Internet bubble burst at the end of his Presidency, yet no one remembers it.

However, the decision to go on a wild goose chase for “weapons of mass destruction” in Iraq by Bush-Cheney-Rumsfeld when the presumed mastermind behind 9/11 was known or thought to be in Afghanistan cost the U.S. approximately $2 trillion. It was a colossal mismanagement of government power by those three crooks. They also railroaded Colin Powell for it.
