Another falsehood, you really need to get your facts straight. It is legal to possess marijuana for medical use in PA, and has been since 2016. State College also decriminalized all marijuana possession in 2016, up to 30 grams.
There is also the current PA Senate Bill 846 introduced in July, which is being reviewed and would establish recreational use in PA. It was put forth by a Republican Senator and has bipartisan support.

As I pointed out, it's legal for medical use. Also, State College decriminalized possession (at officers discretion) of Marijuana up to 30 grams. I'm guessing Carter had more than 30 grams though, but who knows.

I agree on that, when I said "I don't really care" I was talking from my fan perspective. Of course, if I was coach then it's another story. Rules are rules, and you can't let Carter get away with it or it sets a bad example. So even though I don't see the harm of marijuana, if he's not using it medicinally or in violation of laws (over 30 grams) then yeah he needs to get punished for it.
I just find the whole thing about marijuana so ridiculous. People who talk bad about it don't know history, or why it's so villified. Hemp was used for everything before the 1930s, and was huge in sailing for ropes and the canvas to make sails due to it's resistance to salt water and mold. It's actually where the term "Canvas" comes from... Cannibus, as that's what they were made out of. Canvas is a translation of a a Latin word that means "made of hemp"
But I digress... Dupont was coming out with Synthetic fibers in the 1930s and went on a campaign to vilify hemp. Rockafeller helped, and Hearst did as well with his newspapers. They conjured up a bunch of propaganda depicting Mexicans using "marijuana" and how "crazy" they all were. In fact, they had hearings where Congress was ACTUALLY LIED TO about the American Medical Association being for the ban of hemp when they were actually against it. The AMA opposed prohibition, as cannibus and hemp was used for medicinal purposes. Yet when the AMA got word that someone lied about them being for it... it was too late and the bill had already passed.
Then Nixon went further in the 1970s and put it on the schedule of dangerous drugs. People in his administration later confirmed that the only reason Nixon did it was to give them leverage over the two groups most associated with it at the time: Blacks and Hippies. They stated there was no medical reason to put it on the list, they did it merely so they could arrest people with reason.
This is all public knowledge to anyone who wants to read about it. People who rage about marijuana being so terrible have no effing clue what real addiction and terrible drugs look like. Meth, Fentanyl, Oxy... these things are so much worse and don't get a tenth of the attention as pot does.
