Maybe some of the transfer decisions is mediocre to fair upper classmen looking at 2 classes of good to excellent players and knowing they can beat them out.
They are also known to give a few to walk on players. Looking at the list it’s still all guys that would pretty much be 2nd/3rd team guys OR grads that want to go somewhere and start.
So, why is PS being being hit a lot harder than other schools? There are countless of players at other schools in the same position but you don't see them fleeing. And please try to refrain using the sanctions as an excuse.

Not sure where you "heard 1600?" But I just checked 247 this morning and the number is up to 70 with PS increasing its "contribution."
FSU Qb Blackman is now said to have entered. As for PSU, the 247 number of 70 is innaccurate. There are many I know of not on their list. Sanctions has little or no affect on why some PSU players have entered. Right now nobody has a definitive answer as to why players are testing it.

Ignore some of that like the 247 stuff. Tried to edit but apparently there’s a time limit? Anyway I also noticed the Braska Illinois Virginia Tech have several players listed two. I think with Penn State the recruiting has gotten better after those who have entered brought into Penn State and they see no chance of starting.
