Player A - plays before new RS rules and gains 4,000 yds in his 4 years

Player B - plays after new RS rules and gains 3, 800 yds  in his 4 years but gained 210 yds in his 4 RS games for a total of 4,010 yds.

Which one should be the all time rushing leader for his school?

Same thing as when bowl games weren't counted, or the season was shorter. Whomever has the most official yards when their career is over is the leader.

This is why Penny from SDSU is the all time leader, not Ron Dayne. Even though Dayne had something like 500 more yards, because bowl yardage didn't count back then. It is what it is.

Unfortunately in this case it's "he who has the most yard officially counted by the NCAA" wins.
