Some tell me if you block someone at the waist a penalty is called. If you go at the knees no penalty is called.
Far from an expert but on the line it is only a chop block if the blockee is engaged with another blocker and the second blocker blocks him below the waist...

I think a RB needs to be able to block a blitzing LB below the waist amd the other argument is for getting a linemans arms down for a short pass?

No, a crackback block is when the guy is running and looking the other way... and you hammer him.
Mostly on punts, but can happen on regular plays too. Essentially it's a "player is in a defenseless position" play and called when the other player obviously lets them have it when they could have just gotten in their way.
