The Pac-12 is pretty much dead, with another school formally leaving the conference. The TV rights deal ends after the upcoming year, so Colorado won't have to negotiate any package to leave... they can just go.
I wouldn't be surprised to see a lot of noise regarding Oregon and Washington now, they could join the Big Ten at the same time as USC and UCLA if they want (and if the Big 10 wants of course). The Pac just can't get their stuff together, they still don't have a TV rights deal and I'd imagine now probably won't get one worth anything substantial.
SPECULATION: The Big 12 will add 3 more teams, going for Utah, Arizona State and Arizona. That would leave 6 PAC schools, with Oregon and Washington both hoping for the Big Ten. At that point, I guess Cal, Stanford, Oregon State, and Washington State hope for a miracle but most likely join or invite MWC/WAC schools.

IMO the move is one Colorado had to make. The PAC leadership is... well... I have no freaking clue what the heck they are doing. I'm not even sure they have a plan at this point, as they can't seem to get anything done.
