Taking into account the current state of affairs, prolly time to:
1) just play in-conference games (~7 games), every conference has its pancakes,
2) end with conference championship game,
3) take the 10 Conference champions and add 6 at large based on year end SOS,
4) playout a 16 team tournament;
5) all games played on homefield, or,
5) Play N, S, E, W championship games as follows:
a) N = Minn/IN
b) S = GA/FL/LA
c) E = NY/DC/GA
d) W = LA
6) Rotate Semi and Championship games to central location
7) Throw all the above out in regards to location and just use the current Bowl games/locations for play but eliminate the everybody gets a trophy BS Bowl games.
IMO that's a pretty straight up approach that would also present some interesting matchups throughout the playoff.

NIL money by definition CAN NOT have any incentives to play in it, this would directly be pay for play. The company is paying for the person's name, image, and likeness. They are that person whether they play or not, NIL money is based on fame and recognition not playing a meaningless bowl game.

Also, who is going to forget about a player because they opt out of 1 game? No one, they will probably talk more about his draft prospects.
