Of course they can, but not unilaterally without the consent of Congress. It would have to be made a law, Harris wouldn't be able to do it by Executive Order.

Personally I think it's a stupid thing to do, she should focus on stabilizing the home market and getting investment companies out of buying up all the real estate and boosting the prices on everyone... not supplementing someone's downpayment

I don’t know how most of this stuff works but if it’s handouts I’m against it except food stamps I’ll always be for that for the folk that need it.
@southern-psu-fan If they need it, give them help. I was in the grocery line one New Year's Eve Day. I was still recovering from paying off the ex and looking for a job, since I went through a "get rid of the old white guys" layoff purge. The guy ahead of me had lots of packages of lobster tails, BIG shrimp, NY strip steaks and all kinds of other goodies. And he paid for it w/ food stamps. lol I'm sure he saved and scrimped to afford that on food stamps. Me, I had hamburger.
@southern-psu-fan: Under her plan you could very well be paying off someone's college loan and then chipping in on a down payment for their house. You can probably figure on working full time til ya turn 80.
@BT: That whole stamp system needs revised. Too many young able bodied people abusing that up here in Maine.
Let's not forget that the government has been doing this for businesses for decades. Oil subsidies, EV subsidies, corporate tax breaks, etc.
It's not like giving people money is a new concept for the government. Just depends on who is getting it.
