There was a time when public officials were held accountable for not being good stewards of Public funds through acts classified as fraud, waste, and/or abuse.  Based on the recent performance of James Franklin, it could be argued that the Administrators and/ or Board of Trustees members who advocated and approved the recent Franklin Contract Extension and Raise acted irresponsibly and that their actions fall within the category of intentional willful misconduct or gross negligence.  A determination of either should result in charges of Fraud, Waste, or Abuse.  Is there evidence indicating the contract should have been renegotiated?  Is there evidence indicating that an extension and raise were warranted?  Were their actions unreasonable?

The actions of the Administrators and/ or Board of Trustees members who advocated and approved the recent Franklin Contract Extension and Raise may be more than irresponsible.  The actions may in fact be insidious.  What message was sent to the other coaches, the players, and the supporting staff?  People see things and their observations result in changes to personal conduct.  Were their irresponsible acts part of the reason players decided to "take-a-knee" during several games?  Is there a culture problem at Penn State?

The athletics department still makes money, which is more than you can say for many other schools. Therefore you'd be alleging fraud at one of the few profitable athletic departments in the nation... Doubt it would go anywhere.
