Does PA's NIL Law Hurt Penn State?

For the TL;DR crowd, basically turns out Pennsylvania's NIL guidelines (and the NIL laws of other schools in other states) are stricter than the NCAA's Interim Policy, and that might be preventing Penn State from doing the creative NIL things we hear about at other schools (cough, Texas A&M).

Guys it may be me but I can’t tell the difference from last year to 5 years ago except we’re struggling to get wins. These young men might be putting a lot of money in their pockets but I still see great college football all around and my 2 teams ain’t been good on the field lol
