Now if you are talking certain states are looking into exemptions for NIL, I believe a few in the south have already passed those laws. Some states don't even have income taxes.

I’ve read that they are already ok with players dropping out of school at any time of year and then amazingly showing up on another schools football roster. That’s their solution to avoid the transfer portal and tampering rules all together.
Texas, Tennessee, and Florida have no income tax. Arkansas passed legislation to exempt NIL from taxes, and Mississippi also passed legislation though it is not yet law. Other states in the SEC considering it are Georgia, South Carolina, and Louisiana.
Not just the south though... Illinois and New Jersey are considering it too.

I believe that the Arkansas law relates to NIL funding managed by the University.
